Belgium: Mandatory toll sticker for motorists to be introduced starting 2027

Belgium plans to introduce a digital, paid, and mandatory toll sticker on its highways and major roads. The measure will take effect on May 1, 2027.

The result of an unprecedented agreement between the three regions (Flanders, Wallonia, and Brussels), this system will apply to all vehicles weighing less than 3.5 metric tons, whether registered in Belgium or abroad, as well as French drivers.

According to the Belgian public broadcaster RTBF, the vignette can be paid for online or at gas stations. The annual fee will range from 90 euros for a “zero-emission” model to 125 euros for more polluting vehicles (Euro 0 to 3), with short-term options also available, namely 24 hours, 10 days, 1 month, or 2 months.

A Contribution to Maintenance Costs

The aim of this system is to optimize maintenance and modernize road infrastructure—which had previously been free—by having cross-border users contribute. As the various regional governments have emphasized:“Everyone who uses our roads must contribute fairly to their maintenance. Flemish residents, too, must pay to use roads in many European countries.”

According to Le Soir, the implementation of this vignette is expected to generate several hundred million euros per year. At least, that is what the country’s authorities hope. For Belgians, the financial impact of this measure will be neutral thanks to a reduction in their current vehicle taxes.

Enforcement will be carried out by automated cameras, with a fine of 70 euros for violations, although certain vehicles—such as trucks, motorcycles, buses, police vehicles, and emergency services—will be exempt. The proposal must still be finalized and approved by the three regions before being validated by European authorities.
